Position Summary

ESP seeks candidates for a Program Manager responsible for all aspects of aircrew training, specifically for fixed wing aircraft. The objective of the contract is to provide fixed wing aircrew instruction, fixed wing flight instruction and fixed wing simulator instruction.

  • Reports to Owner, President and CEO
  • Active SECRET Security Clearance Required
  • Proof of COVID vaccination (as mandated by Executive Order 14042)

Job duties and responsibilities include but not limited to

  • Performs as the primary point of contact to accomplish the managerial, contractual, financial, and administrative aspects of the contract, and work with the Government on all contract issues.
  • Develops a reliable, quality focused team including partners and vendors for various operations and training functions.
  • Provides monthly contract status reports in form and format to send to responsible government personnel, to include Government Project Manager and/or Government COR
  • Provides project leadership to and management of assigned projects or major phases of significant project or programs by coordinating the efforts of assigned staff
  • Manages all activities, including performance, financial, and human resources, of instruction tasks with relatively high risk and complexity under the terms and conditions of the contract(s) to effect optimum profit and customer satisfaction
  • Formulates and enforces work standards, assign personnel schedules, review work discrepancies, supervise personnel and communicate policies, purposes, and goals of the organization to subordinate contractor and subcontractor personnel.
  • Manages task orders and ensures the technical solutions and schedules in the task order are implemented in a timely manner
  • Coordinates review meetings and publish meeting results
  • Identifies and recommends objectives and scope of projects and communicate goals, scope, approach, and schedules to assigned personnel.
  • Ensures contract tasks are executed on schedule and within budget.
  • Coordinates/Negotiates contract modification that may result in increase or decrease in level of effort and performance thresholds.
  • Oversees the management of all subcontracts, subcontracted personnel, and the performance of all subcontractors within cost, schedule and performance thresholds.


  • Extensive experience employing fixed wing aircraft
  • Former fixed wing aircrew instructor (highly desired)
  • Demonstrated capability to manage multi-task programs of various types and complexity
  • Demonstrated experience using Microsoft Office products (Word, PowerPoint, Excel, and Outlook)


  • Bachelor’s degree and ten (10) years of Air Force aircrew experience
  • Project Management Professional (PMP) or similar certification desired
